New OPAMSS and Migration Offices Now Open in La Libertad: What You Need to Know
If you’re building, buying, or relocating to El Salvador’s coast, there’s good news: two important government offices have recently opened in La Libertad — OPAMSS and the migration office. Both used to mean a trip into San Salvador. Now, they’re local.
Here’s what each office does, and why it matters if you’re navigating property permits or residency in the country.
What Is OPAMSS?
OPAMSS is the government body responsible for construction permits, land use approvals, and urban planning regulations in the greater San Salvador area — which includes parts of La Libertad.
On July 25, 2026, OPAMSS officially opened a new office — called OPAMSS Surf City — on Punta Roca beach, in La Libertad Costa. The inauguration was attended by representatives from OPAMSS along with El Salvador’s Ministries of Tourism, Economy, and Housing, signaling how much weight the government is putting behind this stretch of coast.
According to OPAMSS executive director Luis Rodríguez, the decision to open a location here comes directly from the growth happening along the Surf City corridor. In his words, the office exists “to provide direct services here, in this Surf City office, for local investors, for the community in general, and to help develop plans that boost tourism even further.”

What OPAMSS Surf City handles:

What About the Migration Office?
Back in December 2025, the Dirección General de Migración y Extranjería (Immigration and Foreign Affairs) opened its own office in Surf City, at Punta Roca. It’s open Monday through Friday, 9:00 AM to 5:00 PM, and it exists for the same basic reason: so people living on the coast don’t have to drive to San Salvador for immigration matters.
The office was designed with a specific group in mind: long-stay tourists, surfers, digital nomads, and frequent visitors, all of whom are increasingly common along this stretch of coast, often combining vacation, remote work, and sport in the same trip.

What the Migration office in Surf City handles:
- Temporary and permanent residency applications, for foreigners who meet the requirements under Salvadoran immigration law
- Extensions of stay, for anyone deciding to remain in the country longer than originally planned
- Migratory certifications, such as entry/exit records and other official documents
- General immigration guidance, to help you understand your status and which process applies to your situation
The institution has also highlighted its processing speed — El Salvador is among the fastest in the region for passport issuance, averaging around 20 minutes.
